Use HTML table for parsing lockfiles section

What does this MR do and why?

This is the first of two MRs to convert the following Dependency Scanning markdown tables into HTML tables:

• Obtaining dependency information by parsing lockfiles 👈 this MR
• Obtaining dependency information by running a package manager to generate a parsable file addressed by Use HTML table for generating lockfile section (!137160 - merged) • Adam Cohen • 16.7.

The purpose of this change is to make these tables easier to maintain, as discussed here.
