What does this MR do and why?

Reschedule BackfillFindingIdInVulnerabilities background migration. After scheduling it the first time around, we missed once place where the finding_id could be set. We fixed it with Adjust ingestion pipeline to populate finding_id (!136755 - merged) and we'd like to speed up the process by scheduling a background migration to backfill those values even faster.
