Introduce `gitlab-database-load_balancing` stub

What does this MR do and why?

This is pre-requisite to: !136237 to solve the #431748.

It does introduce gitlab-database-load_balancing stub with some CI configured, and a new dedicated way to test database changes.

This MR does not move yet the code, it will happen in !136237.
