Remove quarantine from Scan Policy QA spec

What does this MR do and why?

Revert "Merge branch 'trea-quarantine-scan-policy-spec' into 'master'"

This reverts merge request !137720 (merged), where we have quarantined the QA spec to allow deployments. As we are bringing back the worker with updated query we are good with enabling it.
