What does this MR do and why?

Show an error on UI when trying to update the work item child which has non confidential siblings

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Visit any non confidential Key Result/Objective which has a sibling which is non confidential
  2. Now try to toggle the confidentiality , see that you can an error even when the confidentiality is not updated
