Bump the expiry, update thanks, and describe format of security.txt

What does this MR do and why?

We have a security.txt file that has an expiry date. The expiry date expired. I have:

  • Validated the links all still work
  • Update the thanks link to point at a more specific thanks page
  • Made it expire at the end of next year

The expiry date is a mandatory part of the spec, so it can't be removed. FWIW I was also the last person to update it in Updates security.txt with compliant & up-to-dat... (!93055 - merged), but I don't think there's a need to implement some sort of automation to update expiry.
