Enable fast quarantine in review app pipelines

What does this MR do and why?

This makes the fast quarantine file available in review app pipelines so fast quarantined tests can be skipped.

Results

The job (e.g https://gitlab.com/gitlab-org/gitlab/-/jobs/5648924776#L38) now shows:

Downloading artifacts for retrieve-tests-metadata (5648869454)...

and doesn't show the warning about the missing file (like in https://gitlab.com/gitlab-org/gitlab/-/jobs/5646847355#L59)
