Fix Audit event streaming Admin tab show in Premium license
What does this MR do and why?

Audit event streaming is an Ultimate feature. Currently the Streams tab is visible when a Premium license is applied. This tab should not show for Premium license.
This MR replaces a hardcoded string to true with a license feature check.

How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Pull Branch
- Add Premium license
- Go to Admin Area > Monitoring > Audit Events and look for the Streams
- Add Ultimate Licenes
- Go to Admin Area > Monitoring > Audit Events and look for the Streams
