What does this MR do and why?

Re-orders frontend section of new diffs blueprint doc.

This duplicates the third-level "Front end" section (within the "design and implementation details" section) so that there's one that's unmarked (the "authoritative" one), and an "unlimited" number of other proposals. This is so they can be addressed distinctly as separate proposals and/or blended into the official section.
