What does this MR do and why?

This change addresses a defect in enterprise mode where new custom roles are not provided with the minimal access base roles.

How to set up and validate locally

  1. Go to any top level group
  2. Go to Manage > Members and click on the invite members button at the top
  3. In the modal that pops up, under "select a role" verify that "minimal access" is present
