Finalize system_note_metadata bigint backfill

What does this MR do and why?

Related to #424114 (closed).

The MR finalizes the batched background migration queued in 16.6 - the MR link - to backfill/copy system_note_metadata's id to its bigint column.

The finalization process might take long as the table is sizable. 16.7 was a required stop so we will aim to merge this for 16.8.
