Why
- Adds tooltips for each option as some of the old dropdown buttons has associated tooltips
Screenshots or screen recordings
Screenshots are required for UI changes, and strongly recommended for all other merge requests.

How to set up and validate locally
- Visit a group, under Secure (new UI) or Security & Compliance (old UI) > Compliance center
- Observe export dropdowns tooltips when hovering over each dropdown option
