Add synchronous indexes for partitioned key on ci_stages

What does this MR do and why?

Following Up on !138755 (comment 1681470047)

Aside of the Async creation of the indexes, we need to also handle the case of external/3rd party installations. This is why we needed to create the synchronous migrations that will be treated as no-op in our application
