[16.8] Remove FF: updated_ai_powered_features_menu_for_sm

What does this MR do and why?

It should be merged in %16.8 (after %16.7 was cut off).
We keep FF for %16.7!

This MR is to cleanup the updated_ai_powered_features_menu_for_sm feature flag after 16.7 was cut off, so we are preparing to release the code in 16.8.

The reason why the FF was introduced in the first place can be found here: !138337 (merged)

Note: this change only drops the FF and the related code path. All improvements - renamings and replacing the html_safe usage are done in separate MRs to keep this MR focused on removal.

How to set up and validate locally

Similar to !138337 (merged), but you don't need to enable FF - you should see "Beta" checkbox (second one) just fine.
