Onboarding helper component

This is one of many small MRs for the new user onboarding feature, see https://gitlab.com/gitlab-org/gitlab-ce/issues/60093.

It adds the Onboarding Helper component and its child component TourPartsList. The helper utilizes the Help Content Popover introduced in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13363.
