What does this MR do and why?

Model registry is still at experimental level, this MR adds a badge to reflect this status.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

Example below:

  1. In rails console enable the experiment fully

    Feature.enable(:model_registry)

  2. Navigate to /<project>/-/ml/models

  3. NOTE: the link to the docs is supposed to 404. the documentation is being added in this MR: !139086 (merged)
