Add performance tests for sync license

What does this MR do and why?

SyncScanResultPoliciesService invokes a job for each project in a group.

This MR adds a spec to capture that behavior.

A large number of invocations of ProcessScanResultPolicyWorker was one the causes of this performance incident.
