What does this MR do and why?

This streams the chunks of the streamed response from Anthropic to the client. summarize_notes_with_anthropic is for now not rolled out on production. We re-use this feature flag to ship the summarization with Anthropic and the streaming.

This is the Backend MR which we need to merge before the FE changes which can be found in dependent MR:
