Refactor elastic.rake tasks into a service

What does this MR do and why?

This MR is a continuation of improvements to elastic.rake and its specs. In this MR we're introducing Search::RakeTaskExecutorService and moving some of the tasks there. The plan is to eventually move all, which is going to allow easier testing since we're quite limited by the rake task tests.
