Update docs for Anthropic access requests

What does this MR do and why?

OpenAI has been removed as part of local development, but is still in use for research purposes. Because of this, the tech stack owner has changed + we are not supporting new access requests. I am updating this line to reflect Anthropic-only and keeping the tech stack yml as the SSoT
