Remove reporter permission for assign reviewers

What does this MR do and why?

In this change the permissions table was updated to include the assign reviewer permissions. I believe it's a mistake that Reporter role was included there since we don't allow reporters to assign users or perform other actions on MRs. This updates the table to remove that permission to prevent the confusion caused in #364702.
