Add docs to reliable report constructor params

What does this MR do and why?

Adds some documentation for the reliable report constructor

I was reviewing something recently and the lack of docs on this param 'range' confused me until I dug the class itself out.
The rest of the class is otherwise well documented, so just adding this for completeness.
