Add experimental feature section for Scan Execution policies

What does this MR do and why?

As we are introducing these features as experiments, we do not want to confuse users working with existing stable features. This new section will help us more easily iterate and communicate current state as we do so. Once we have a stable GA feature, we can incorporate the content directly into the documentation into existing sections as needed.
