What does this MR do and why?

Adds a new Blueprint section for CI Insights in the Runner Fleet Metrics. The proposed change aims to create a new Pipelines Analysis Dashboard page within GitLab. This feature will provide users with a centralized location to monitor their pipelines, identify common job failures, and optimize their CI/CD processes. The dashboard will offer excellent data visualization, flexible querying options, and clear action items to address any issues. The initial iteration will focus on making information accessible and digestible, with the potential to incorporate AI for insights and recommendations in the future.
