Update gitlab pages version

  • Add Pages rate-limiting for IPv6 based on /64 prefix
  • Update module golang.org/x/net to v0.19.0

  • Update dependency golang to v1.21.5
  • Update module golang.org/x/crypto to v0.16.0
  • Update module github.com/golang-jwt/jwt/v5 to v5.2.0
