Expand compliance_dashboards_spec to include ComplianceViolationsWorker

What does this MR do and why?

  1. Expand the feature tests defined at ee/spec/features/groups/security/compliance_dashboards_spec.rb to assert that a violation is created when an MR doesn't have the required number of approvers.
  2. This will help in getting rid of qa/qa/specs/features/ee/browser_ui/10_govern/group/group_compliance_dashboard_spec.rb#L40
