Zoekt: Add random force reindexing

What does this MR do and why?

This is a band-aid solution for Zoekt Indexer creates too many index files (#435765) to buy us more time to properly fix this bug.

This MR forces a full reindex on average once every 200 indexing operations. Sourcegraph sets this limit to 150 to achieve the same result.
