Replace E2E test with feature specs

What does this MR do and why?

As part of #427664 (closed) a feature spec was added in !140079 (merged) to replace qa/specs/features/ee/browser_ui/10_govern/group/group_compliance_dashboard_spec.rb.

This updates another feature spec to cover part of the E2E test and removes the now-obsolete E2E test.
