Proofreaders who have been inactive for over 1 year (since 2023-01-01) are being removed from the proofreaders list. Active translators can still request to become proofreaders. The process is described here: https://docs.gitlab.com/ee/development/i18n/proofreader.html#become-a-proofreader

Why do this: the goal is to restore permissions for active proofreaders, while cleaning up inactive ones.
