Move sections for network and upgrade to common place

What does this MR do and why?

The Code suggestions documentation describes network configuration and instance upgrades.

These sections are currently located in the "GitLab 16.2 and earlier" tab. However, these sections relate to any versions of GitLab that the code suggestion is available.

So we should move these sections to the place that all customers should read.
