Allow auditors to view job history of a group/project runner.

How to set up and validate locally

  1. Create a group.
  2. Create a new project under the group.
  3. Create a group runner under the group. Add the group_runner tag to the runner.
  4. In the project, add this CI yaml. 
    job1:
  script: echo Hi
  tags: 
    - group_runner
  5. Create an auditor user that is not a member of the group.
  6. Login as the auditor user.
  7. Go to the Group -> Build -> Runners. Click on the runner to get more details.
  8. Go to the Jobs tab. It should show a list of jobs that the runner has ran.
