Bump finalize date of uuid and version backfill migrations

What does this MR do and why?

The backfill migrations introduced in !140091 (merged) and !138355 (merged) have a finalize_after metadata field set to 2023-01-31. This date was chosen by mistake. This MR bumps their date to 2024-01-31.
