Enabling sast_reports_in_inline_diff flag by default in 16.8

What does this MR do and why?

This MR enables the sast_reports_in_inline_diff for 16.8, it was enabled on .com in 16.7 and no problems were reported so far. There this is save to enabled by default in 16.8 #410191 (closed)
