What does this MR do and why?

Similar to !141081 (merged), adds route, controller and Vue component for creating a new AI agent. Actual form has not been added as model and graphql endpoints are still being implemented.

How to set up and validate locally

Example below:

  1. Enable the feature flag

    Feature.enable(:agent_registry)

  2. Navigate to <project>/-/ml/agents, click on 'Create agent'

  3. Verify that it navigated to <project>/-/ml/agents/new, and that the component was loaded
