Adds "Issues closed" to the chart on the Issue Analytics pages on GitLab Ultimate.

How to set up and validate locally
- Make sure you have a GitLab Ultimate license
- Go to a group/project with closed and created issues or
NEW_PROJECT=1 bin/rake gitlab:seed:insights:issues
- Visit Issue Analytics for the group/project in the output of the command above
- Visit
http://{LOCAL_INSTANCE}/groups/{GROUP_PATH}/-/issues_analytics
