Draft: Updating to group recommendation to optimize govern feature performance

What does this MR do and why?

The recommendation to users is to group their projects to avoid limitations we've put in place to avoid database performance issues. It's too late to provide this advice in the vulnerability management documentation. Instead, we are adding this recommendation to the group documentation.
