What does this MR do and why?

Enables the self_managed_code_suggestions feature flag by default, so that it's enabled for Self-Managed instances using 16.8.

This is part of https://gitlab.com/gitlab-org/gitlab/-/issues/432983+. Actual functionality behind this feature flag will not be accessible until a later stage of https://gitlab.com/gitlab-org/fulfillment/meta/-/issues/1511#self-managed-deployment.
