Add `Cookie Preferences` button in the footer
What does this MR do and why?
Add a Cookie Preferences
button in the footer of the following pages:
- /users/sign_in
- /users/sign_up
- /-/trial_registrations/new (only on SaaS)
- /groups/flightjs/-/saml/sso (only when SAML is enabled)
The button opens the cookie preference modal.
