Fixing template file for spike refinement

/copy_metadata #<> doesn't work with rich text editing.

This fail to generate template unless plan text editing is selected

How to set up and validate locally

Currently on production, try to create an issue with the template on rich text editing.

For the fix: Follow https://docs.gitlab.com/ee/user/project/description_templates.html locally or on a different repo and use the template in this MR
