System note tweaks

What does this MR do and why?

  • Remove dot from compare with previous version (it adds extra noise and doesn't seem very helpful; we also don't use the dot in the other system notes anymore)
  • Use size 12 toggle icon for toggle commit list (it's so teeny tiny right now 😄)
  • Align Toggle commit list button on the left with the other content

How to set up and validate locally

  • Edit the description on an issue or MR
  • On MR, rebase to add a bunch of commits that can be toggled
