Skeleton for Productivity Analytics

What does this MR do?

This MR adds Vue skeleton for the new Productivity Analytics app. It simply creates and mounts the Vue app that will later run under /-/analytics/productivity_analytics

This is behind the analytics feature flag introduced in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/14173
