Remove networkpolicies field from ProjectType

What does this MR do and why?

We removed the network policies features in &7476 (closed) and &7477 (closed).

The field networkpolicies was deprecated in 14.8, and since GitLab 15.0, it returns no data.

This MR removes networkpolicies field on EE::Types::ProjectType from the GraphQL API.
