[Backport] Bump GitLab Shell version to 14.33.0

What does this MR do and why?

This MR brings Bump GitLab Shell version to 14.33.0 (!142296 - merged) into the 16-8-stable-ee branch so it can be released as part of 16.8.1 🙏

This backport MR is required in order to bring v14.33.0 of gitlab-shell into the GitLab 16.8 release to address gitlab-shell Kerberos failures experienced by a customer (context).

Once this MR is merged, it will result in a 'proper' registry.gitlab.com/gitlab-org/build/cng/gitlab-shell:v14.33.0 Docker image being generated which the customer can then use, instead of a bespoke gitlab-shell Docker image that was generated to test out the fix.
