Remove stages precedence in pipeline execution policy doc

What does this MR do and why?

We decided to go for a different strategy to manage stages. Instead of making the policy CI stages definition take precedence over the project CI, we want to inject predefined security policy stages into the pipeline to provide a more robust but less flexible experience. This is described in more detail in #440141 (closed)
