What does this MR do and why?

Prepares information and references for GitLab Beta program launch. It contains references for legal (what is status of each feature in Beta) and information about features list (with description and testing steps) for Beta members. This documentation will be updated from time to time with new feature goes in and out from Beta program.

Current status of Beta:

  • list of features for launch is agreed.
  • documentation in progress (this MR).
  • landing page with sign up form is in progress.
  • date of launch is still under question (most likely start of March).

Warning: don't merge until launch date got clarified.
