WIP: Create vulnerability endpoints for project security dashboard

What does this MR do?

This MR sets up the project security dashboard with its own vulnerability endpoints. This will fix the bugs related to our reuse of the group security dashboard vulnerability endpoints, such as those in https://gitlab.com/gitlab-org/gitlab-ee/issues/12244 and https://gitlab.com/gitlab-org/gitlab-ee/issues/12381
