Declare service_access_tokens table gitlab_main_clusterwide

What does this MR do and why?

To support Cells 1.0, we need to tag each table to be either cell-local or cluster-wide.

We decided in #435012 (comment 1774105115) to make this table cluster-wide.

This is in line with a past decision to make cloud_connector_access, a sibling to this table, also cluster-wide.
