Replace cluster_popover illustration

What does this MR do and why?

• For admins, using Chinese language illustration on the transferring banner was replaced with a new one.
• For projects with no error tracking, the empty state illustration was updated with the new one.

Illustration will be removed from the library here -> gitlab-svgs!1023 (merged)

How to set up and validate locally

Visit /flightjs/Flight/-/error_tracking to see the error tracking empty state

For transferring banner you need to:

1. Go to /-/profile/preferences
2. Change your language to Chinese Simplified
3. Open app/views/admin/dashboard/index.html.haml file
4. Comment - if show_transition_to_jihu_callout? line
5. Visit /admin
