Extend toggle list with inline mode and partial list

What does this MR do and why?

Toggle and project list can now be displayed as ordinary flex container

Toggle from now on list can show only partial list with additional label how many items were hidden

This MR extracts required changes for parent MR in order to reduce review scope

of parent MR
