Remove feature toggle for policy scope
To release the security policy scope as experiment we needed a feature toggle.
Now feature is released as permanent feature, toggle should be removed

How to set up and validate locally

Enable feature flags
Feature.enable(:security_policies_policy_scope)Feature.enable(:security_policies_policy_scope_project)- Go to Settings -> General
- Toggle the Permissions and group features section
- Make sure that Security policy scope setting is removed
- Go to Project SPP/Group
- Secure -> Policies -> New policy -> Make sure policy scope section presents in editor
